New GST registration — ARN is still pending

You have an ARN but no GSTIN yet. Track My Applications, answer officer queries, and wait with the right documents — not with a fake number.

The stamp on the shop bags already has a blank rectangle where the GSTIN should sit. You told two wholesale accounts you would "send the number tomorrow." Tomorrow became a week. You have an ARN. You do not have a GSTIN. At 9:40 pm you refresh the same page until the tea goes cold. Pending looks like a frozen line. It is actually a file sitting in a queue, or a query you have not opened.

ARN is the Application Reference Number you get after you submit the registration form. It is a tracking ticket, not a licence to charge GST. Printing ARN on invoices as if it were a GSTIN is a mess for you and for the buyer. Do not invent a GSTIN "for now." Do not borrow a relative's number. Those shortcuts are evasion dressed as hurry.

TRN, ARN, GSTIN — three different stickers

TRN is the Temporary Reference Number from Part A of the form, when you are still filling Part B. You use TRN to log in and complete the application. ARN appears after successful submission of the full application. GSTIN is issued only when the application is approved. Mixing these three in WhatsApp messages to customers confuses everyone, including you at midnight.

Path to start (if you are still filling): gst.gov.in → Services > Registration > New Registration. Complete Part A, get TRN on email/mobile, then Services > Registration > New Registration > Temporary Reference Number (TRN) to continue Part B.

Path after submit: login (once you have credentials) or use Services > Registration > Track Application Status with ARN. Also use Services > User Services > My Applications after login. My Applications is the honest list: registration, queries, and whether the officer asked for more papers.

If you only watch email, you can miss a query that sits only on the portal. Officers are not obliged to call your shop landline.

What "pending" usually means

Pending can mean the application is in the officer's queue and no one has clicked yet. It can mean a query was raised and you have not replied. It can mean you replied and the clock started again. It can mean a physical verification or biometric step is incomplete in your state process. The status words on screen matter. Read them. Screenshot them with date.

Typical processing talk you hear in the market is "three working days" or "seven days." Those are not a promise for your file. Staffing, incomplete documents, and Aadhaar failure all stretch time. Check this month's official date only if you are looking at a statutory timeline published on the portal or a notification — not a cafe rumour.

Do not file a second new registration for the same PAN and same state "to go faster" while the first ARN is alive, unless a practitioner has a specific legal reason. Duplicate applications create two messes.

Officer query versus silent wait

Open My Applications. If you see a query, that is not silent wait. That is homework. Download the query PDF. It will often ask for a clearer photo of the shop, a different address proof, a mismatch in promoter details, or a bank document. Reply inside the portal within the time shown. If the time is tight, check this month's official date and the query clock on the screen.

When you reply, answer the question asked. If they want the rent agreement first page and the signature page, do not upload a blurry selfie of the shutter. If they want the electricity connection in the same name as the principal place, do not upload a neighbour's receipt. Match names. Match address lines. Pin code must match the form.

If there is no query and status is still pending beyond what feels reasonable, you can use Services > User Services > Grievance / Contact options the portal shows, or visit the jurisdictional office with ARN printouts. Carry the same documents you uploaded. Do not shout at the counter that "the website is pending." Show the ARN and the status screenshot.

Some states add a visit or photo of the business place. If an SMS asks you to be present, go. An empty shop at the time of visit is a classic reject story.

Documents that keep ARN hanging

Common stalls: PAN name not matching Aadhaar name of the promoter, a cropped old photo, trade name on the board different from the form, address proof showing a different lane, partnership deed missing a page, authorisation not signed. For a proprietary grocery shop, the file is smaller and still fails on address and photo.

Bank account proof is often asked. If the account is in a personal name and the trade name is different, expect a question. That is not the officer being clever. That is the form asking for a business link.

Keep originals at the shop. If they call you in, you should not hunt for a landlord's number at that moment.

What you can and cannot do while ARN is pending

You can keep selling as you did before registration, if you were below threshold and not otherwise required to register. The moment you were required to register, delay does not freeze the law. This article will not calculate your threshold. If you already crossed the line, talk to local help about from-when you should have been registered. Do not start issuing GST invoices with a blank GSTIN.

You cannot collect GST on a proper tax invoice without a GSTIN. You cannot generate e-way bill on a GSTIN you do not have. You cannot tell a company buyer "use this ARN as GSTIN." They will fail their vendor check.

While you wait, prepare item HSN list, invoice series plan, and who will file GSTR-1 / GSTR-3B. The first return month after GSTIN is issued has its own due date. Check this month's official date when the number finally arrives. Do not assume you can skip a short month.

If the application is rejected, read the reason. You may get a chance to apply again. A reject is not a secret ban for life. Fix the document, then file a clean application. Do not keep the rejected ARN as a shop decoration.

Tracking without refreshing every ten minutes

Set a daily 10-minute slot: login, My Applications, Track Application Status, email spam folder. Save PDFs of every query and reply. If an accountant has your login, still ask them to forward the query the same day. OTP on your mobile means you still own the file. Do not give away OTP to strangers who promise "same-day GSTIN."

If Aadhaar authentication is the blocker, that is a different night at the shop — the OTP or biometric step must succeed for the promoter. ARN will not jump the queue because you paid someone to "push."

FAQ

Is ARN enough to start charging GST on bills?

No. ARN tracks the application. GSTIN is the registration number. Do not print a made-up GSTIN. Do not use someone else's GSTIN.

Where exactly do I see if the officer asked a question?

Login → Services > User Services > My Applications, and Services > Registration > Track Application Status with ARN. Open every "query" or "notice" link. Email is extra, not the full file.

It has been many days with no query. Should I apply again?

Usually no. Two live applications for the same setup create confusion. Track the existing ARN, consider a grievance or office visit with documents, and get local help if the delay is abnormal for your ward.

Can I file GSTR-3B with only an ARN?

Returns need a GSTIN login. ARN is not a return period. Wait for approval, then check this month's official date for the first return due. Do not file on a friend's GSTIN.
